“At the Office of Water sits the Emperor of Insight Femininity Who Eliminates Dangers. He was born on the fifteenth of the tenth month, and so this day is known as the Lower Prime Festival. It is also the day the Office of Water eliminates danger and is commonly known as s.h.i.+ Day.


“As such, during the Three Prime Festivals, the Three Offices tour the lower realm and do their jobs. The commoners celebrate the occasion as they receive the Three Offices.”
